Includes the findings of a national survey of teachers (Appendix D). 1990 Rumbold Report: Starting with quality Report of the Committee of Inquiry into the quality of the educational experience offered to 3 and 4 year olds, chaired by Angela Rumbold 1992 Curriculum organisation and classroom practice in primary schools The 'Three Wise Men Report', as it was popularly known, was produced by Robin Alexander, Jim Rose and Chris Woodhead at the request of Education Secretary Kenneth Clarke.
