1. The research project on services for parents of children under five, commissioned by the Department of Education and Science at our request, was carried out under the co-direction of Professor M Chazan and Dr AF Laing of the University College of Swansea. Dr M Shackleton-Bailey was appointed as senior research officer and other research officers were Mrs GE Holmes, Miss GE Jones, Mrs S Threlfall and Dr JA Ward. The project began on 1 December 1975 and final reports were produced in December 1976.

2. The main aims of the project were:

(i) to obtain from a sample of parents factual information and personal opinions about the services they were receiving or would have liked to receive; and

(ii) to obtain from administrators, organisers and other professional workers concerned detailed information on the services being provided, their assessment of these services and future planning.

3. The survey was carried out in five areas: Hampshire, Sheffield, Suffolk, West Glamorgan and the Lothian Region. Interviews were held with 30 parents in Hampshire, Sheffield and Suffolk, 29 in West Glamorgan and 26 in the Lothian Region. Interviews were also held in each area with members of the health, education and social services and representatives of voluntary organisations.

4. The sample of parents in each area was selected to include those with handicapped children in three age groups - 0-24 months, 24-36 months and 36-60 months - and, within each age group, with different types of handicap. The children were identified through handicap registers, advisory teachers, nursery head teachers and voluntary organisations. Care was taken to ensure that, so far as possible, different types of socio-economic background were represented in the sample.

5. References to, and illustrations from, the survey are to be included in an occasional publication planned by Professor Chazan and Dr Laing on 'Young handicapped children'.
