Not all the weaknesses in our schools are the fault of the schools, or of the education service. Many stem from the wider problems facing our society. The government has a duty to act where it can. Together with its partners in education it will take action in four areas of policy:
1 the curriculum;
2 the examination system and assessment;
3 the professional effectiveness of teachers and the management of the teacher force;
4 school government and the contribution which can be made to good school education by parents, employers and others outside the education service.
