The full text of the report (including the Appendices) is online, with two exceptions (see The Survey below).

In this revised version of the text the page numbers from the original print version are now included and the footnotes are displayed where they were in the original.

I've amended the formatting of the text (bold, italics, centred etc) so that it is now a reasonably accurate representation of the printed text. However, please note that the pages presented here are not exact facsimiles of the original printed version: the font (Times, Arial etc) and size of print - and therefore the number of words to a line and lines to a page - are determined by the settings you have chosen for your web browser.

The Survey
The Bullock Report was based on a large-scale survey of 2,000 schools in England. The results are presented in Chapter 25, which in this revised version is presented as a single file (rather than three separate files as in the previous version). I have omitted Parts IV and V. Part IV contains the Questionnaire Forms, the information from which is presented in Parts I - III of the survey. Part V consists of technical notes on the statistics which are probably of little value to those interested in the teaching of English.

Every web page includes chapter links (as in the left hand column on this page) and there are links to the next and previous chapters at the bottom of each page.

Anything I've added by way of explanation is shown [in square brackets].
